University of the Philippines Manila-School of Health Science-In operation-provides a step-ladder curriculum for midwifery, nursing and medicine with the new Aurora Memorial Hospital as teaching hospital. 2. Improvement of Aurora Memorial Hospital service delivery capability through UPM-SHS assistance and the Department of Health. 3. Memorandum of Agreement signed among PGA, UPM-SHS and DOH on February 3, 2009. d. Other Health-Related Programs i. Better Access and Care-PhilHealth/Medicare para sa Masa. 1. From 2004 to 2008, total premium paid by PGA amounts to Php 5.9 Million. 2. Average annual coverage of 6,000 households benefiting 30,000 individuals in the entire province. ii. Provincial Nutrition Action Program 1. Operation Timbang a. Encoded and computer-validated the results of nutritional status determination of all children aged 0-71 months. b. 1.5 percentage points reduction in prevalence of undernutrition from first quarter of 2006 to first quarter of 2008 (4342 than in 2006 (6673) 2. Batang Aurora Community Challenge-Milk Supplementation Program. a. Conducted in collaboration with National Dairy Authority. b. Recipients include 800 undernourished children in 23 barangays province-wide c. Milk supplementation 5 days a week to complete 120 days 3. Batang Aurora Community Challenge-Food Supplementation Program a. Done in 10 barangays for minimum of 3 months to maximum of 5 months. i. 3 in Maria Aurora ii. 3 in Dipaculao iii. 2 in Baler iv. 1 each in San Luis and Dinalungan. 4. Vegetable Production Training a. Announcement of Grant Aid Program of Japan for the the improvement of Aurora Memorial Hospital through JICA (new hospital building with 50-bed capacity and with level-2 service capability) to be constructed in Barangay Reserva, Baler. 1. Dispatch of JICA Preparatory study Mission a. Signing of Minutes of Discussions of JICA Office on February 3, 2009. 2. SEJA donated to the PGA site for the new hospital 3. Probable Dispatch of a Mission for Basic Design.

What to look forward to: Schools are available and accessible to all children of school age in Aurora, Scholarship grants will continue to be given to deserving students so that no child will be deprived of education because of poverty or lack of schools and classrooms. AGRICULTURE (Ensuring Food Production and Food Security through Agriculture Productivity) Aurora is basically an agricultural province. Its economic base rests on its rich natural resources from mountains down to the lowland, coastal and marine areas. Its rainfall pattern of even distribution throughout the year provides and economic advantage and is highly suitable for agricultural productivity. a. Crops i. Rice Processing Complex: A Php 130 Million grant from Korea, first in the Philippines, to support the agricultural sector of the province by providing rice farmers a modern integrated, one-stop post production and processing facility to help reduce post-harvest losses, produce quality rice, and increase farmers’ income. 1. Established as an economic enterprise of the Province through Provincial Ordinance 161 signed December 13, 2007 2. Food Security by way of local procurement and local distribution for local consumption: a. 43,769 bags of palay amounting to Php 33,713,660 b. 24,159 bags of milled rice amounting to Php 30,573,534 c. 7,838 bags stocks of dried palay 3. KOICA Evaluation Mission concluded that the RPC Aurora is “indeed a successful project between the KOICA and PGA” in terms of relevance, effectiveness, efficiency, impact and sustainability as criteria. ii. Irrigation infrastructures are restored and rehabilitated with funding assistance through NIA amounting to Php 24.4 Million involving: 1. Disalit Creek Irrigation System (San Luis) 2. Diamanen Communal Irrigation System (Dipaculao) 3. Kabitukulan Communal Irrigation System (Maria Aurora) 4. Resercva Communal Irrigation System (Baler) 5. Propagation of calamansi, lanzones, durian, rambutan, cacao, marang. 2. Established greenhouse for production of cauliflower, cabbage, beans, water melon, sweet honey dew melon for trial purposes. 3. Launched Food Security Projects as a measure to promote sustainable food production and food security in the countryside. a. Bio-Intensive Agri-vegetable Production in School Campuses, and b. Barangay Anihan Contest among barangays v. Aurora Provincial Coconut research and Development Center on a 150-hectare pasture land area in Barangay Dibaraybay, Dinalungan was established to increase number of coconut trees and coconut trees and coconut-based production in Aurora. vi. Subsidy to Farmers by way of seeds, fertilizers, and pesticides through DA-RFU III and OPAg. b. Livestock i. Upgrading of Stock 1. Bull loan to farmers the 15 head of bull maintained by PVO 2. Artificial Insemination of 143 cattle and 106 carabaos by way of superior animal semen producing 45 calves valued at Php 450,000.00 3. Artificial Insemination of 158 sows produced 969 piglets valued at Php 1,453,500.00 4. Subsidy to 610 hog farmers amounting to Php 610,000.00/per farmer) as incentive. ii. FMD, Avian Flu, Rabies Control 1. Maintained 2 animal quarantine checkpoints in Dimani, Villa Aurora and Canili Area in Maria Aurora to maintain and animal disease-free Aurora the only province in Central Luzon not affected by diseases of swine, carabaos, and cattle. a. Checked entry of a total of 35,470 head of swine, goat, broiler chicke, and ducks and 28,847 kgs. of assorted meat/dressed chicken. b. Checked exit of 3,467 head of carabao, dog, pig, horse, goat, and duck. c. Provided vaccination and deworming services amounting to Php 1.9 Million. c. Fisheries: In collaboration with BFAR and CLSU i. Increased tilapia harvest by 102% from 38.8 MT to 78.7 MT 1. Broadstock development of 8,000 tilapia fingerlings 2. Production of 382,402 tilapia fingerlings at Fisheries Breeding Center in Reserva. ii. Increased bangus production by 38% from 10.7 MT to 14.3 MT primarily from fish cages iii. 82 units of bottom-set gill nets distributed to fisherfolks iv. 19 units of shallow water payaw project awarded to San Luis, Dipaculao and Dingalan Fisherfolks v. Promoted fish processing such as bagoong, dried and smoked fish, boneless bangus, fish fillet, chorizo, tocino, imbotido, burger nuggets, etc. vi. Seaborne Patrol and Surveillance were conducted to prevent illegal fishing activities within the provincial waters. What to look forward: Aurora Province as producer-supplier of food in Central Luzon, the country, and North Asia as part of North Luzon Agribusiness Quadrangle (Super Regions) and the Aurora Special Economic Zone: i. Increase production of key commercial crops and sustain rice self-sufficiency and quality Aurora rice. ii. Increased production of high value fish species, bangus and tilapia through mariculture and commercial inlad fisheries iii. Sustain animal-disease free Aurora, Upgrade animal stocks, and increase availability of meat at affordable price. iv. Encourage local and foreign investors.
LIVELIHOOD & EMPLOYMENT (Ensuring productivity through livelihood opportunities, entrepreneurship, and amployable skills through trainings and readily accessible fund) As a measure to meet the challenge of global financial crisis and to take actions to cushion the economic activities in our province, we provided continuing support to our people particularly the needy through. a. Self-Employment Assistance (SEA) i. Provided funding assistance: (Php 3,000.00 to Php 5,000.00 for individual projects and Php 10,000.00 to Php 20,000.00 for group projects. ii. Funded 121 individual projects and 2 group projects with 9 members. iii. Type of Project funded include sari-sari store, buy and sell, pig raising, kakanin making, carinderia, fruits and fish vending, soap making and detergent dish washing soap, cologne and perfume making. b. Cooperative Development i. Launching of Aurora Province Coopreneurs Credit Surety Fund with Bangko Sentral ng Pilipinas, PGA, Cooperatives, DBP and other banks. The Fund provides an innovative credit scheme where MSMEs, cooperatives and their members, and entrepreneurs can access working capital without the need for hard collateral to start a business or expand existing growing enterprises. 1. 11 participating cooperatives put up Php 1.4 Million a. Total fund loaned out as of December 31, 2008 amounts to Php 1.8 Million. No past due or default. 1. Improving throurg benchmarking: a. Survey of Cooperatives/Organizational Maturity Assessment to gauge the growth or decline of cooperatives in terms of compliance with the requirements of the CDA, BIR, and LGU and their individual financial and operational standing. b. What to look forward to: More small business enterprises funded with business plans as an alternative to seasonal and job order employment; increase employable skill and home-based business (Kabuhayan package) by individual or group undertakings either through coops or association.
TOURISM & ENVIRONMENT MANAGEMENT (Development Opportunities through Eco-Heritage Tourism and Sustainable Environment) With the improvement in our major road network and tourism infrastructures, the Province of Aurora gradually carves itself into the map of promising tourism destinations in the Philippines. Baler as her capital town rests in its old glory and magnificence with national and internation historical significance. a. Development of Tourism Areas/Infrastructures i. Development of Eco-Strip 1. b. Tourism and Cultural Activities i. Hosted Philippine-Spanish friendship Day and managed Aurora Day Celebration as the flagship tourism events of the Province. ii. Hosted Federation Climb participated by 450 hikers/mountaineers from all over the Philippines. iii. Other Events Showing excellence 1. Best Booth Design in North Luzon International Tourism Fair 2007 besting 185 booths 2. Best Destination Pavillion in North Luzon Tourism and Travel Expo 2008 besting 100 exhibitors all over the Philippines 3. Korea, Singapore, Switzerland, U.K., USA, Taiwan, China, Belgium, Sweden, Saudi Arabia, Austria, Holland, Spain, Thailand, Norway, Ireland, Indonesia, New Zealand, Great Britain, Denmark, England, Brazil ii. 22,981 local. Our tourism development hinges upon our remaining forest and pristine environment. Aurora enjoys the distinction of having the biggest forest cover in the entire country. We need to manage and conserve it. d. Environemental Management i. DBP Forest in the Food Basket (Grant Fund from DBP amounting to Php 7,373,199.10 with PGA counterpart of Php 850,000) aims to implement a Model Forest Management Scheme to increase biodiversity, promote food security and generate livelihood. 1. Project Site I: Rattan and Other Endemic Forest Tree Species Plantation. a. 8,258 rattan seedlings planted to 20.66 hectares b. 6,000 cashew and 4,170 ilang-ulang seedlings received from Forest Hil Garden. 2. Project Site II: Rattan/Bamboo and Agroforestry Tree species Plantation a. Received 3,746 rattan, 2,960 jackfruit, 1,500 durian, 2,040 bamboo seedlings. ii. Sagip Kalikasan: 1. Executive Order No. 024 s. 2008 creating the Provincial Task Force Sagip Kalikasan Composed of multi-sectoral agencies. 2. Checkpoints of Dimani and Canili iii. Coastal Resource Management, Provincial Ordinance NO. 174 s. 2008 created a division under ENRO iv. Ridge to Reef Program piloted the municipality of Baler to showcase integrated management of natural resources from mountains down to coastal-reef zones. v. Integrated Solid Waste Management, all municipalities completed and submitted 10 year Solid Waste Management Plan. vi. Completed Forest land Use Plan for all municipalities vii. Sustained management of ISF Projects and technical assistance to upland farmers. viii. Generated revenues through Improved Quarry Management with the MOA signed by 79 barangays with quarry sites, 8 municipalities and the Provincial Government of Aurora. 1. Increased overall collection of quarry taxes from Php 241,920 in 2004 to Php 7,222,683.37 in 2008. 2. Share of the Province therefore increased from Php 124,176 in 2004 to Php 2,507,725.01 in 2008. What to look forward to: Intensified fiscal administration measures to increase revenue base and collection; more tourists to come, completion of our road network, more improvements in our tourist and provincial government facilities, create and expanded business opportunities in areas of food, accommodation, services (transport, communications, bank, allied sectors of hotels and restaurants), and more public and private investments.
